AD Energy Recruitment is partnering with a leading international developer and technology provider within the renewable energy, biogas, wastewater, and industrial plant sector to appoint an experienced Commissioning Manager.

This is a senior, hands-on role responsible for leading commissioning activities across complex industrial facilities, ensuring projects are delivered safely, on time, on budget, and to the highest technical and quality standards. The position plays a critical role in transitioning projects from construction into successful operational handover.

The role reports directly to the Director of Project Management and works closely with Project Managers, Engineering teams, subcontractors, and vendors across multiple concurrent projects.

Role Overview

The Commissioning Manager will lead all commissioning and start-up activities across assigned projects, managing teams, schedules, budgets, quality standards, and HSE compliance throughout the commissioning lifecycle.

This position suits an experienced commissioning professional with a strong background in industrial plants, renewable energy, biogas, wastewater, power generation, or process industries, and deep exposure to PLC/SCADA-driven facilities.

Key Responsibilities

Commissioning Leadership & Delivery

• Lead, manage, and mentor commissioning engineers, including junior team members.

• Plan, schedule, and resource commissioning activities in coordination with the Director of Project Management and Project Managers.

• Deliver commissioning milestones in line with agreed schedules, budgets, and quality targets.

• Manage multiple commissioning projects concurrently, prioritising workloads and reporting progress to stakeholders.

Planning, Budget & Reporting

• Prepare, monitor, and continuously improve commissioning schedules and budgets.

• Provide accurate and timely reporting on commissioning progress, risks, and remaining budget.

• Identify potential risks early and implement corrective or preventative actions.

Safety, Quality & Compliance

• Ensure the highest Health, Safety & Environmental (HSE) standards during commissioning and start-up.

• Develop, review, and enforce commissioning SOPs, procedures, and quality standards.

• Produce Risk Assessments and Method Statements (RAMS) for commissioning activities.

• Review subcontractor RAMS and manage safe systems of work on-site.

• Report non-conformance issues and manage punch lists and defect resolution.

Technical & Site Execution

• Ensure all equipment and systems are commissioned in accordance with approved procedures and checklists.

• Coordinate Site Acceptance Tests (SATs), record defects, and ensure rectification.

• Manage subcontractor commissioning teams and coordinate vendor involvement.

• Oversee QA/QC activities, either directly or via contractors.

• Ensure all As-Built documentation, drawings, test sheets, and operational manuals are complete and updated.

Training & Handover

• Coordinate and deliver training programs for operations and maintenance teams.

• Support and deliver technical training on relevant plant equipment and systems.

• Ensure a smooth transition from commissioning to operations.

Stakeholder & Vendor Management

• Manage technical relationships with vendors and subcontractors.

• Coordinate technical correspondence while aligning with Project Managers on contractual matters.

• Support logistics, expediting, and service coordination where required.

Candidate Requirements

Education

• Technical diploma or degree in Mechanical, Electrical, Civil, Chemical Engineering, or equivalent technical qualification.

Experience

• Minimum 5 years’ experience as a Commissioning Engineer or Commissioning Manager within industrial plant environments.

Proven experience commissioning complex process facilities within sectors such as:

• Renewable Energy

• Biogas / RNG

• Wastewater

• Solid Waste

• Power Generation

• Industrial Process Plants

Technical Competencies

• Strong expertise in PLC, SCADA, and control systems, including experience with Siemens and Allen-Bradley platforms.

• Ability to interpret and manage technical drawings, specifications, and documentation.

• Broad technical knowledge across civil, mechanical, electrical, and instrumentation disciplines.

• Experience managing contracts for complex plant supply and installation.

• Strong understanding of construction codes, regulations, and quality control processes.

• Experience in site-based project administration and detailed schedule management.

• Some exposure to purchasing and supply chain coordination.

• Proven capability in training teams on safety and technical procedures.
